PHCC’s Corporate Strategic Plan 2019-2023 was launched in April 2019, and its conception was marked by the reshaping of our Vision, Mission, Values.
The development of the Corporate Strategy was a result of the collaborative effort of numerous people within PHCC, as well as our health partners. It is constructed upon foundational pillars such as the Qatar National Vision 2030, and the latest National Health Strategy (NHS) 2018-2022: Our Health, Our Future. The objective of PHCC Corporate Strategic Plan 2019-2023 is to establish primary healthcare services at the core of Qatar’ healthcare system.
Our strategy underscores our unwavering dedication to place our patients at the center of healthcare provision. Our aim is to enable Qatar’s population to lead thriving and healthy lives while managing the risk factors that may affect their well-being, especially in view of the nation’s rising challenges pertaining to chronic diseases, road accidents and injuries.
Recognizing the significance of establishing primary care infrastructure and developing a family medicine role of care, we are committed to delivering improved-value and affordable healthcare services. Therefore, we are steadfast in recruiting and fostering highly skilled and dedicated workforce who echo our concentration on patient safety, patient experience and delivering first-rate patient services. Given this context, our Corporate Strategic Plan aims to outline objectives within these scopes over the course of the next 5 years, thus, emphasizing its pivotal contribution to the comprehensive health and well-being of our society.
The recognition of Primary Care’s significance in accomplishing the health and developmental objectives of both Qatar National Vision 2030 and the United Nations Sustainable Development, has started to grow ever since the release of the first National Health Strategy (NHS) 2011-2016. Subsequently, the implementation of the National Primary Health Care Strategy 2013-2018 established primary care as “the foundation of the healthcare system” which paved the way for many advancements pertaining to the delivery of the below services to our patients and their families:

Healthy women leading to healthy pregnancies
Healthy and safe employees
Mental health and wellbeing
Improved health for people with multiple chronic conditions
Health and wellbeing for people with special needs
The PHCC Corporate Strategic Plan is in sync with NHS 2018-2022, as both strategies envision a future model of care that focuses on health promotion, prevention, and wellbeing that seeks to tackle Qatar’s growing health challenges.
The latest National Health Strategy highlighted the challenges still facing the health of Qatar’s population:

of Qatari adults have low levels of physical activity
of Qatari adults are overweight
of Qatari children have dental caries
of mortalities are due to injury
To address these health disparities and enhance services for our most vulnerable patients, PHCC’s first corporate strategic plan sets out six strategic key areas and 20 strategic objectives. These will be our main targets in the next 5 years as we strive to realize our vision, uphold our vision, and align with the national direction.
Our strategic framework is founded on the health improvement principles of IHI’s Better Health, Better Care and Better Value model.

The four system enablers are the broader national or corporate level interventions that support effective implementation of the two patient-centered programs. The Better Health, Better Care and Better Value propositions underpin the six strategic priority areas.
Our service vision is to increase the availability of more healthcare services offered in community locations, bringing them nearer to the homes of individuals and families. Through the Family Medicine Model, we will develop the desired components over the next five years.
PHCC’s Corporate Strategic Plan represents the required shift in balance to enhance preventative care, with a strong approach in the overall health of the population. We intend to realize our vision by engaging in more integrated care opportunities and increased access to comprehensive services in community settings, and through collaborating with our health colleagues and key stakeholders to collectively impact on improved health outcomes for the people of Qatar. As the first step to health care, PHCC has a central role to play in realizing this vision.
Integrated care must improve timely access across the healthcare continuum in multiple settings and levels of care – from prevention right through to follow-up and surveillance. We will offer care across the primary and acute sectors to best support the patient’s health needs, through use of multi-disciplinary clinical teams, and in health locations where patients can be cared for in the community, closer to their homes.
The population health profiling aims at developing a comprehensive understanding of the health needs, risk factors, and prevalence of diseases among PHCC’s targeted population. The gathered data will support improved service design, implementation, and resource allocation to effectively address the health needs of the population.
